During 2010 all councils were required by Parliament to
reconsider their leadership arrangements that have been in place
since 2001. The Council had to decide by 31 December 2010 which
governance model to adopt and had to implement the new model three
days after elections on 5 May 2011.
Following a public consultation, Suffolk Coastal chose between
two options for how the Council will be run after the district
council elections in May 2011 and approved proposals for a change
in governance from the existing 'old style' leader model.
There were
two new models to choose between:
- A Leader and Cabinet.
- A directly elected Mayor and Cabinet.
New executive arrangements agreed by Full Council
In accordance with the Local Government & Public Involvement
in Health Act 2007, the Council drew up proposals to adopt the 'new
style' Leader and Cabinet Executive (England) form of
governance.
The main features of the proposals are:
- Election of the Leader and the term of office.
- Appointment of Cabinet Executive members and the Scheme of
Delegation.
- Appointment of Deputy Leader.
- Absence and removal of the Leader.
- Timetable for implementation of new arrangements.

At the meeting, Full Council agreed to adopt the Leader and
Cabinet model of executive leadership for implementation from May
2011 and granted delegated authority to the Council's Monitoring
Officer to make any necessary amendments the Constitution.
