All councils are required by law to publish an annual statement
of accounts which are compiled in accordance with a code of
accountancy practice laid down by the Chartered Institute of Public
Finance and Accountancy (CIPFA).

The Statement of Accounts 2007/08 presents the overall financial
position of the Council for the year ended 31 March 2008. The
document contains a number of core financial statements for the
following five accounts:
- Income and expenditure account - reports the
net cost of all the functions for which the Council is responsible
and demonstrates how that cost has been funded through general
government grants and income from local taxpayers.
- Statement of movement on the general fund
balance - compares the Council's spending against the
Council Tax that it raised for the year, taking into account the
use of reserves built up in the past and contributions to reserves
earmarked for future expenditure.
- Statement of total recognised gains and losses
- brings together all the recognised gains and losses of the
Council for the year.
- Balance sheet - sets out the financial
position of the Council at the conclusion of the financial
year.
- Cash flow statement - summarises the cash
inflows and outflows of the Council arising from transactions with
third parties for both revenue and capital purposes.
In addition a supplementary statement is given for the
Collection Fund which provides a summary of
transactions in relation to the collection and distribution of
national non-domestic rates and Council Tax.

Inspection of the Statement of Accounts
If you are a local elector (someone who is entitled to vote
in Suffolk Coastal District Council elections) you have certain
legal rights which allow you to:
- Inspect the Council's accounts.
- Ask the external auditor questions about the accounts.
- Challenge the accounts.
