Local authority emergency planning in Suffolk is organised in a shared service, the Suffolk Joint Emergency Planning Unit (new window), which includes all the district and borough councils and the county council. This service enables Suffolk Coastal to react effectively to infrequent major emergencies, in partnership with other agencies, as required by the Civil Contingencies Act 2004.

Under the Civil Contingencies Act 2004, local councils became category one responders, alongside the other emergency services such as the police, fire and ambulance services. Our category one responder duties require us to extend the emergency planning functions we performed previously, and also created new duties for us including:

  • Completing risk assessments for hazards that may pose a threat to the particular area
  • Maintaining business continuity management plans to ensure the Council can function in the event of an emergency
  • Maintaining plans to prevent, reduce, control or mitigate the effects of emergencies and the response to emergencies

Suffolk Resilience Forum

A number of different agencies and organisations, including local councils, make up the Suffolk Resilience Forum, which aims to ensure that Suffolk is prepared for emergencies. The Suffolk Joint Emergency Planning Unit provides the local council input to the Suffolk Resilience Forum.
