When is a premises licence needed?

The basic rules are that all premises providing a licensable activity need a licence. Licensable activities are:

  • Retail sale of alcohol.

  • Supply of alcohol by a private members’ club.

  • Provision of 'regulated entertainment' (which includes live and recorded music, dancing, indoor sporting events, the performance of plays, and the exhibition of films).

  • Provision of late night refreshment (hot food and hot drink) between 11pm and 5am.

Please contact the Licensing Team if you have any questions about making an application or are finding the process difficult to understand. You can also make an appointment to visit the Council offices if you would like us to go through your application before you submit it.

If you wish to discuss your application with any of the responsible authorities you should contact them direct. Their contact details can be found in the premises licence information pack.

Application forms

Application forms in PDF and Word formats (new window) are available from the Department for Culture, Media and Sport website.

Please note that application forms in Word format can be filled in on your computer and printed off for submission but completed forms must be signed and submitted to us as hard copy.

If you want to fill in your application by hand, print out either a PDF or Word version and complete it using black ink and block capitals. This is important because the form will be scanned.

You can also download Word templates for the production of press and public notices by following the links below:

Changes to a licence

The most common changes to existing premises licences are a variation to a premises licence, transfer of premises licence, and variation to the designated premises supervisor.
