What is the Core
Strategy?
The Core Strategy (full title Core Strategy & Development
Management Policies) sets out the way that the district will grow
over the next 15 years or so. It spells out what types of
developments are acceptable and includes planning policies to
control what can and cannot be built.
The Core Strategy has developed after several years of
consultation, lots of discussion and debate, and thousands of
comments from people across the district.
Review of the Core Strategy
Since coming to power in May 2010, the Government has announced
many changes which impact on the planning system. In particular, it
has told all councils that regional targets for new homes (included
in the Regional Spatial Strategies) will be abolished and that each
council should now decide how many new homes and jobs are needed in
their area. In June 2010, in light of these changes, the Council
agreed to review its Core Strategy.
The
Reviewed Core Strategy went out to public
consultation between November 2010 and January 2011. Since then
there has been further consultation on
updated Sustainability Appraisal (SA) and
Appropriate Assessment (AA) documents, two of the key
documents in the Reviewed Core Strategy.
The Core Strategy was formally agreed for Pre-Submission
publication at a special meeting of Full Council on 15 December
2011.
The meeting agreed that all the legal requirements had been met,
and that a thorough review of the updated Sustainability Appraisal
(SA) and the Appropriate Assessment (AA) documents had raised no
issues that required any further delay.
Full Council also agreed that the Pre-Submission Core Strategy
as amended, wholly replaces all previous Core Strategy versions

The Core Strategy and the policies it contains are now a
'material consideration' to be taken into account when considering
planning applications. They do not replace the 'saved policies'
from the
Suffolk Coastal Local Plan but sit alongside
them and the other documents which form the Development Plan.
Pre-Submission publication for comments on
'soundness'
The Pre-Submission Core Strategy document has been published for
a six week publication period from Wednesday 25 January to
5.15pm on 7 March 2012, when representations relating to
the document's 'soundness' and legal compliance are invited.
This is the opportunity for anyone who is satisfied or
dissatisfied with the Core Strategy to make formal representations
to the Planning Inspector about the soundness of the document.

After the six week publication period, the Core Strategy
document and the representations received will be submitted for
Examination in Public by an independent Planning Inspector
appointed by the Government who will identify issues from those
suggested for debate during sessions open to the public.
On completion of the Examination in Public, the Planning
Inspector will consider all of the written representations and
evidence put forward as part of the Examination and will write a
formal report, which will determine whether the document has been
found ‘sound’ and legally compliant and will include
recommendations for possible changes. These are binding and the
Core Strategy will be amended accordingly before it is formally
adopted.
Meetings of Cabinet and Full Council
Suffolk Coastal's Cabinet and Full Council have met a number of
times to progress the Core Strategy to the final stages of the
Local Development Framework process. Details of those meetings and

The Full Council meeting due to take place on 9 March
2011 was postponed to allow for more analysis of the
South Sandlings Visitor Survey Report, which
was submitted as part of the consultation process - read the

Scrutiny of the Reviewed Core Strategy
The Community, Customers and Partners Scrutiny Committee was
asked to consider the contents of the Reviewed Core Strategy
document. A meeting of the Committee took place on 17 January
2011:
The remit for this meeting was prescribed by the Budget and
Policy Framework Procedure Rules in Part 4 of the Council's
Constitution, which can be seen below:
Its purpose was to enable the Committee to inform Cabinet
whether it is satisfied that the contents of the Reviewed Core
Strategy document are compatible with the Council’s
overall objectives, policies and strategies - and to make
recommendations to Cabinet accordingly.
