You can appeal against your Council Tax bill if you think:
However you should continue to pay your original Council
Tax bill while your appeal is outstanding.
The appeals process
There are two stages to the appeals process.
Firstly, you must write to us at the address
below stating which decision you are unhappy with and the
reasons why you are unhappy with the decision. We may then
write to you for further information. We have two months
in which to consider your representations and advise you
of our decision.

If you are still not happy with the decision or you do not
hear from us within two months then you have the right to
appeal to the
independent Valuation Tribunal (new window). You must
do this within two months of receiving our decision or four months
from when you lodged your original appeal with us.
The office that deals with our area is in Witham,
Essex:

The tribunal will need you to set out the reasons for your
appeal and will then contact you to make arrangements for a formal
hearing. The hearing will usually last for no more than one
day. If both parties to the appeal agree, your case may be
dealt with by written representations. A tribunal hearing will
not cost you anything unless you choose to employ a solicitor or
other person to present your case.
If the tribunal decides in your favour, we will revise your bill
and adjust your payments as necessary.
If you think that your home may be in the wrong band
The
allocation of correct Council Tax bands (new
window) to all homes in England and Wales is the responsibility
of the Valuation Office Agency. If you think that your home may be
in the wrong band, you
should contact the local Valuation Office (new
window) and ask to have your band reviewed.
